I am grad student receiving a stipend in TN but my home state is VA. Do I have to file state taxes 4 VA?

I have been living in Tn for almost a year and my mom insisted that I have to pay state taxes because I'm a permanent resident there and my cars are registered in VA...however I voted as a TN citizen. I prepared my taxes for VA and I owe them a HEAP. Will I get penalized for only filing federal basically telling VA to kick rocks (I make a grad student salary you can't feed a hungry child in somalia with what I make)?
