Can someone clarify Islamic sharia law on & the requirement of 4 male witnesses?

they are not followin the shari'ah correctly. 4 witnesses are supposed to come forward to prove she has commited adultery. Not prove she hasn't. When a woman is d in Islam the man that d her is punished (obviously) and he has to support that woman financially and the baby.
